Transformed Global Acquisitions at the U.S. Department of State (DOS) to a Category Management delivery model to drive supplier consolidation and cost reduction for a $12B portfolio by leveraging DOS buying power, reducing transactions, improving vendor management, and expanding market expertise for direct and indirect spend. Elevated the organization to a new bureau-level structure reporting to the Undersecretary for Management.
Policy
Led a major risk-based policy initiative at the U.S. Coast Guard to leverage Public Law 85-804, granting extraordinary contractual relief to salvage production capabilities for the Offshore Patrol Cutter major acquisition program after a Category 5 hurricane decimated prime contractor shipyard facilities. Decision was signed by the Secretary of Homeland Security, saving a $10 billion acquisition program from failing.
Strategy
Designed a third-party prescreening strategy based on business and technology innovation, built the case to expand the TSA PreCheck® Application Program, and secured approval from the Transportation Security Administrator to launch the capability. The program now enrolls millions of Americans for expedited screening at U.S. airports using a public-private partnership.
Programmatic
Managed the program office for a Department of Homeland Security major acquisition investment with a $4.8 billion life cycle value providing airport passenger screening technology. Advanced modules to meet new threat detection standards, drove a major cost re-baseline, and initiated a strategic roadmap to recapitalize assets. Efforts helped pave the way to deploy new Computed Tomography capabilities.
